The EU4Business–EBRD Credit Line is supported by the European Union through the EU4Business Initiative, which aims to strengthen productivity, resilience and job creation among small businesses in the Eastern Partnership region.

The European Bank for Reconstruction and Development implements the programme and provides financing through partner financial institutions.

Additional funding supporting investment incentives for businesses affected by the war in Ukraine is provided by the Swedish International Development Cooperation Agency (Sida).

The programme works with more than 30 partner financial institutions across Armenia, Georgia, Moldova and Ukraine. Through these EBRD partners, MSMEs can access tailored financing solutions that support business investment, resilience and competitiveness in the real economy.

EBRD works with experienced international partners to ensure programme funding delivers measurable impact. This partnership model guarantees that investments are implemented transparently and efficiently.

Project consultants support MSMEs and financial institutions in structuring investment projects and selecting appropriate technologies, while independent verification consultants confirm that projects meet programme eligibility and technical requirements before investment incentives are disbursed.
